Add a js-features-analyzer workflow

It will check if you have started using any new JS features since main, and warn you in a comment that it may be a breaking change.

honk honk, and this can replace the browserFeatures array (which was not kept up to date)

it'll just be a comment and it'll let you know that there will be false positives and that it's informative and non-blocking
