Make it easier to add a new image set

Adding a new image set is not super easy: https://github.com/Financial-Times/origami-image-service/pull/799

Whilst not a priority for the team at the moment, this could be improve by:

  • Refactoring the codebase to reduce the number of steps / changes required to add a new image set.
  • Document the steps required to add a new image set.
