Taskbar flyout opens and immediately closes if opened while in a fullscreen game

Description

The taskbar flyout will open and immediately close if the hotkey is pressed while in a fullscreen game. Only happens with games that minimize when they lose focus.

The flyout closes with:

• Genshin Impact: runs in borderless fullscreen, and minimizes on focus loss (eg. when the Win key is pressed)
• Minecraft Java Edition: runs in exclusive fullscreen
• osu! in exclusive fullscreen

Doesn't close with:

• fullscreen YouTube video
• osu! in borderless fulscreen, as the game doesn't minimize on focus loss

Steps to reproduce

1. Set a keyboard shortcut for Open Taskbar flyout
2. Open a game and set it to fullscreen
3. Press your shortcut
4. Notice that the taskbar flyout will open, and then immediately close
