EarTrumpet Startup Trigger - No Recording devices

Summary

When using the "EarTrumpet Startup" as a trigger and muting a recording device as an action nothing happens.

Debugging in visual studio shows mgr.Devices.Count = 0, seems devices isn't populated yet.

Steps to reproduce

1. Create new Action
2. Set when (trigger) to EarTrumpet starts
3. Set do (action) to mute a recording device
4. Save
5. Restart EarTrumpet
6. Devices remains unmuted
