I think this has something to do with Flatpak's version, I've had the same exact thing happening on Elementary OS with Figma installed from Flathub. I've installed a deb version instead and file import / plugin import dialogue is able to navigate the entire file system, not just Pictures.

I figured it out. You need to install Flatseal and allow Figma for Linux to have permissions of your user files, allowing that it's gonna make Figma export to and import from anywhere on your /home folder.
