Boiler time modifier not applying

I have set this: "I:boiler_timemodifier=8" in the config and the boiler makes steam at the same rate as it being set to 1... I'm I using this wrong or isn't it working as it should?

I too have noticed the time modifiers don't seem to slow down or speed up or seemingly change the production of steam.
