solarTower_timeModifier config option is not doing anything?

I was trying to tweak a bit the output rate of the solar tower, so I've modified this option from 1 to 100. But it does not seem to change the steam production rate.

The same applies to boiler_timeModifier and boiler_burnTimeModifier.
