Can't set amd_peformance_level

Describe the bug Can't set amd_performance_level despite being in the gamemode group and config is in /etc/gamemode.ini

To Reproduce Steps used to reproduce the behavior:

1. set this config

I had this too, but then noticed that gamemoded was still lingering from earlier tests. After a killall gamemoded, the test with gamemoded -t was successful!

(While gamemoded did its tests I double checked by repeating cat /sys/class/drm/card1/device/power_dpm_force_performance_level in quick succession in another shell instance. The performance level did indeed change during the tests.)

I do not have this problem, but I will leave my results. You can see the change by running the command: watch -n 0.2 cat /sys/class/drm/card0/device/power_dpm_force_performance_level -> changed to hight and return to auto.

I had the same bug but the fix from @gschintgen fixed the problem. But since 2 weeks, the bug is here again and killall gamemoded didn't fix it this time.

I really need this to work since I have another bug and the only way for me to play games is setting /sys/class/drm/card1/device/power_dpm_force_performance_level to high and I don't want my GPU to run at full speed all the time because of energy consumption.

Edit : My problem was related to the file system being read-only since a new Fedora Kinoite update.
