How to embed this program into Steam so that it would constantly turn on itself?

Unless Valve supports this natively there is no easy way to do this for all games automatically. You can already edit the launch options for each game individually of course, which is a one-time setup per game. Another option would be launching steam itself with gamemoderun. You can edit your steam.desktop file to execute gamemoderun /usr/bin/steam instead of the default /usr/bin/steam. It is a workaround and not the prettiest way to do it, but it would work.
