There should be a problem with the way the library is installed, and I also encountered related problems. Mine is that the torch_geometric library does not specify a program. My solution is to delete the relevant dependent libraries, such as torch-scatter, torch-sparse, torch-cluster, torch-spline-conv, then delete the torch_geometric library, and then select the download command according to the configuration of my computer in the torch_geometric official document.
