[Windows 10] Endless "Enumerating USB devices", cannot see USB flash drive

My friend is trying to make a bootable USB flash drive for Fedora 42 KDE Plasma Desktop, and he cannot get Media Writer to actually write to the drive he picked up specifically for this purpose, let alone even see that it exists. He has a 32GB Onn USB2.0 flash drive from Walmart that is intended to be the target drive. When attempting to write to the drive, either with a pre-downloaded ISO or with the built-in downloader functionality, it keeps requesting that a drive be inserted, despite the drive already being inserted. The drive has been removed and reinserted and this changed nothing.

I asked for the log file, and there is a constant loop of these messages:

D@4011221ms: WinDriveProvider Looking for the drives D@4011221ms: WinDiskManagement[D]: "Enumerating USB devices"

This is beyond the two of us. Any ideas as to what is going on here? I have uploaded the full log he sent to my server here, if you want to see the entire thing.

Does Windows detect the USB Drive? If not, you probably need to format it using Disk Management. Once you do that, Fedora Media will detect the USB Drive if everything went correctly.

Windows actually does properly detect the drive. Fedora Media is the only thing not actually seeing it.
