Support FATE-Flow HA

Summary

Since FATE v1.9.0, FATE-Flow supports HA deployment setting with ZooKeeper. KubeFATE should support this feature for more robust in flow service level.

User Story

As a user, I would like a more robust FATE service to response to my tasks because FATE-Flow is the entry of the FATE cluster, if FATE-Flow failed, a rudely error will be throw and nothing will records down in server sides, no clear error or error handling.

Details

K8s has all existing feature to provides HA for services deployed: etcd -> ZooKeeper, ingress -> Ngnix, etc. We need a redesign on K8s based on the original HA design of FATE-Flow currently.
