Question about which party should be arbiter?

In hetero-LR settings, a role arbiter is needed. I would like to know which party should I assign this role. In the tutorial, some choose the guest to be the arbiter at the same time and the rest choose the host as the arbiter.

Is there any requirement for choosing the arbiter? Or it just depends on the real application scenario？
