Could not open requirements file

hello, when I tried the Installation part in my anaconda and typed the fourth line "pip install -r requirements.txt ", an error showed up "ERROR: Could not open requirements file: [Errno 2] No such file or directory: 'requirements.txt'" is there anything I missed ?
