LICENSE file is missing copyright owner and year

I was trying to find the copyright holder and year in order to properly attribute some changes we made for internal use. However, I couldn't find any in the LICENSE file; it appears that LICENSE was just copied but not applied in the manner ASF suggests (https://www.apache.org/licenses/LICENSE-2.0#apply).

The prescribed way to provide a copyright notice with the Apache-2.0 license is with a separate NOTICE file. See https://www.apache.org/legal/src-headers.html#notice (but note that the form of that NOTICE is specific to the Apache Foundation).
