Set Image Size Limit

Would be very useful to be able to set an image size limit.

E.g.: there are various internet services/sites that require that the images to be uploaded do not have more than (for example) 200Kb.

Would be very nice to be able to set those *Kb and Converseen would resize the pictures to be best quality possible without passing that limit.

( also, how or where can one translate the software to another language??? Transifex? Weblate? )
