Mailing Label Layout AcrossThenDown doesn't change the print layout

I created a mailing label for Avery 5160 using the Wizard. The default layout is to have labels down then across. When I change the layout for the data band to across then down nothing changes. The label layout is still down then across.

The attachment is a report file, just change the extension. The data source is a SQLite database. Label.txt
