Description of the new feature or improvement

1. The dialog controls' labels don't have hotkeys, but having them is a recognized best practice to follow.
2. The dialog does not have a unique ID which prevents customizing it by user scripts, e.g. Dialog_Maximize.
3. The dialog's labels are not extracted to the language resource files and thus are not translatable. Also, making them translatable would allow users to assign hotkeys themselves.
