Describe the bug Firefox fails to tile when opening new window when existing window is full size (but not maximized)

To Reproduce Steps to reproduce the behavior:

1. Open Firefox as the only app on screen (resulting in near maximized, but not maximized)
2. Press Ctrl+N
3. Window appears on top, and doesn't tile until dragging it.

Expected behavior Window tiles automatically without intervention.

Desktop (please complete the following information):

• OS: Windows 11
• Version: 21H2 64-bit
