Add option to enable Mipmap upscaling again.

Description

This feature was removed in 4.0.0 for compatibility i think, but it would be useful to add a option for it again since It can fix Mipmap issues in mods like Electrical Age

fml_client_latest.log, and crash reports, if any.

No crash reports to add.

It was removed because it completely breaks some things, such as better foliage falling leaves, and a ton of particle effects. I'm not sure if there's a clean solution for this, but i'll try figuring out something usable. When it's readded, it's gonna be off by default.
