Granular notifications for partial availability

Description

If the owner doesn't upload specials or still airing seasons, the status is marked as partially available, but users are never notified of the addition as the notification only ever triggers for full availability.

Desired Behavior

Add an option to notify users when a show is partially available, or when a season/special is available

Also let the owner decide on what the default behavior. I'd like for the user to get notified by default. Especially if the show is still airing.

This shouldn't be the case now. Specials are not counted for the show status

(But yes this feature request is still valid for partial requests notifications)
