Question: Why is the action copying the binary from the container image?

Not a bug, just a simple question out of curiosity:

I just stumbled over the github-action for pluto and was wondering, why the action copies the binary from the container image. Are there any special reasons (github-related, maybe?) why the action cannot simply run from that container image?

Or rather, why is there an action to "install/download pluto" instead of using the container image for the actual action that runs pluto?
