Create an example config file

Create an example configuration file that has the commonly used/edited option at the top of the file. Where the option has a calculated default it should be explained a tersely as possible Less common options should be lower down in the file also with tersely worded descriptions.

There maybe should be a separate distinction for kops clusters and gke clusters since so many of the options conflict.
