[stable/insights-agent] Update to Goldilocks v4.4.0

NOTE this PR requires [Insights PR 3414}(https://github.com/FairwindsOps/Insights/pull/3414) to be merged first.

Why This PR? Update the insights-agent to use Goldilocks v4.4.0 by default, plus update Goldilocks CronJob RBAC too support pod-controllers beyond Deployments.
