[WIP][tests] Update chart-testing and k8s tests

Why This PR? We should be testing on newer versions of kube

Changes Changes proposed in this pull request:

• Update chart-testing to latest (3.7.1)
• Update kind
• Update versions of kube that we are testing on
• bump some patch versions to run tests
