Does not work with WINE

Followed the steps in https://github.com/FailedShack/USBHelperInstaller/issues/1 but it still fails with an error message of https://pastebin.com/iUtHn2V5

Wine 4.12.1 with .NET Framework 4.8 gets further than this but still won't start because of this bug: https://bugs.winehq.org/show_bug.cgi?id=47542

There is a workaround for this bug that allows Wii U USB Helper to start up and mostly work but it's pretty hacky and I'm not sure if it'll be merged into master at the moment.
