.surface and .decal resources expect outdated information
Describe the bug
When dealing with implementing custom decals, .surface file is where you end up. Let's open it and change all effects to the new ones!
And then you see this:
Ok, so surfaces are out. Let's at least try making a new decal definition, surely there's nothing that could go wrong?
Of course, I lied.
NONE of these are applicable to the Matt's decals (at most maybe width and height).
To Reproduce
- Go into a .surface file and try to change the "impact effects" data. You will see it expects a .vpcf, support for which was removed.
- Create a .decal definition file, and try to change an entry for a decal. It expects a material, which Decals+ don't do.
Expected behavior
The properties should probably be changed to expect PrefabFile, as that's what's the intended pipeline now(?).

We just need to hide and obsolete all the unused shit. Unless we want to just list prefabs here for different effects? @handsomematt
Let's have prefabs or something here pretty please. For both surface particles and decals, would be a lot nicer to do it that way.
