fps max command will cap the editor's fps

Describe the bug

If you you type fps_max 8 in the console, the whole editor will become slow even the console will or the camera

To Reproduce

In the editor: View > console > type fps_max 8

Expected behavior

I expect the command to change just the game fps not everything, maybe we need an fps_max_editor command for the editor
