Ability to set the normal of particles

What can't you do?

Currently unable to set the normals of particles in the new particle system.

How would you like it to work?

Similar to the legacy particle system, where you can specify screen facing or normal aligned.

What have you tried?

As far as I can tell there doesn't seem to be any easy way to do this.
