cl_drawownshadow quality bug

cl_drawownshadow 1 with shadow detail set to high still renders a low quality shadow until you open the 'advanced video options' and close it. happens to me on both windows and linux on any build

I can confiirm this on both Naive and Proton versions at at least on x86_64 branch (not tested on other branches). tested on Ubuntu 20.04 LTS along mesa 20.04 and 21.3.5 with a Cayman and Ivy Bridge based GPUs, also tested under GalliumNine driver, the problem persist on all above listed scenarios. This issue affect third person mode as well This is a know problem to me since ever. but it don't actually brother me
Steps to reproduce:
- Use a model that have more than one $model, $body or $bodygroup (that is draw on more than 1 batch)
- put on thirdperson, or change model though any method, or use cl_drawownshadow
- do any moviment (jump, die, change weapon...)
Models compiled under -fastbuild, high density geometry or non-tringulated geometry are more susceptible to the bug.
