OpenWebOverlay has no effect on steam deck, whilst working on PC

(https://wiki.facepunch.com/steamworks/SteamFriends.OpenWebOverlay) has no effect on steam deck, whilst the same build works on PC (ie opening steam browser as expected).

Can anyone suggest approaches to resolve?
