Loom does not add required run args for old versions (1.7.10)

On 1.7.10, Minecraft is unable to start due to a missing arg not being added. this is simply fixed by adding "--userProperties {}" to the program args.

Fabric is not available at Minecraft 1.13.2 or lower, including 1.7.10.
