new chat comments automatically scroll chat list to bottom

When I am returning after a brief period and reading back through the chats for all of the LOLs I missed, the chat window is scrolled back to the bottom every time a new message is added.

What is the expected behavior here? Perhaps it should stop scrolling automatically if/when you've scrolled up, and then start automatically scrolling again once you type a message or scroll back to the bottom?
