[BUG] Anyone can harvest berries

Describe the bug A clear and concise description of what the bug is. Anyone even nonmember can harvest berries To Reproduce Steps to reproduce the behavior:

  1. Claim terrain with berry
  2. player that isn't member can harvest it

Expected behavior A clear and concise description of what you expected to happen. I think it should be in flags to decide if player can harvest it or not
