Run dev-check 5 "Run subs and Loops can fail to continue if paused

This is a bizarre test case that I've never tried before. Run dev-check 5. Pause it manually by hitting the "STOP" button during the brief intervals it is available (so usually in that latter part of that time based on my reaction time).

Everything pauses normally. Then hit resume. Everything seems to resume, it progesses to the timed pause and then sits there forever. (well I counted more than 10 seconds) Hitting resume on the timed pause will work, but you have to manually hit the resume button.

I'd expect it to act like it acted during the normal subs and loops. (resuming after a 1 second delay)

This was discovered while testing the PR for the npm upgrade branch after merging the newest error reporting pr #807 from master.
