Add uncrustify config file

Had this lying around for a while, so let's upload it.

This tool fits existing code base the most (unlike clang-format), but still isn't ideal, and sometimes it feels a bit buggy.

The config file isn't final, I'm not sure if I want to make it as strict as possible or just let it do the bare minimum.
