I can reproduce this issue. Mob Grinding Utils' Dreadful Dirt seems to be ignoring In Control! mod's spawn rules.
Delightful Dirt has the same problem. In previous versions, neither of these two types of Dirt from Mob Grinding Utils could spawn mobs at y=192. It's unclear which behavior is the intended one.
I think you guys might have a problem with your installation, if you want to zip me your instance with your world/config/kubejs/mods and put a link on googledrive or some other file sharing platform I can take a look but barring that I'm unable to reproduce the issue in 1.3

I can easily reproduce the issue.
Here are the steps:
- Download FTB Oceanblock 2 v1.3.0 through the FTB App.
- Launch the game.
- Create a new world (switch the game to Creative mode).
- Enter the Lobby portal.
- Choose any Base.
- Place a 5x5 area of Delightful Dirt at sea level.
- Start spawning Ars Mobs.
- Place a 5x5 area of Dreadful Dirt at sea level.
- Change the time to night.
- Start spawning hostile mobs.

Any news about this problem? I just need to know if this is expected or not.
We have updated stuff in the newer version of the pack. Can you let us know if this issue is still happing.
