Issue tracker link on pack page

Is your feature request related to a problem? Please describe. There is no button to open issue tracker for packs, and not all pack desc has that link in.

Describe the solution you'd like Add input box for issue tracker URL on the modpack creation tool, add it to the API and add a button for each pack to open the tracker
