probably related to: https://github.com/FPGAwars/icestudio/issues/905 as the the message "Toolchain installed" on green is shown, but maybe prev error generate this package not installed error

i'm researching, could be problem with new apio, this probably break the icestudio fresh install, give me som time to review.
