Throttlebody I term windup

I found a second strange behavior. I had a well-tuned idle(maybe not) When driving in heavy traffic—where I move the car forward using only the clutch—the engine experiences a heavy load, i term winds upp little bit when idle RPM drops. As I begin to move again and press the clutch, the RPM spikes up, crosses the upper idle limit, and the system exits the idle region, which stops the unwinding of the i term. Then the RPM dives back down—deep enough to cause the integral term to wind up even more than it had previously unwound. This happens because during the deep RPM drop, the I-term increases significantly. But then, when the RPM spikes again, it crosses the threshold, and the I-term doesn’t decrease. so we stay in this funny iterm windup loop, to be honest i have no idea how to fix it
