Update Java version

This project was built using Java 8 which was current at the time the project started. However, Oracle has ended commercial updates for Java 8, and Java 18 is current. The Java version of this project should update to at least the most common version in use, which seems to be Java 11 at the moment. It has both API and performance improvements over Java 8.
