UI - View TagType description when hovering over Tag Type on Home page

As a Data Analyst I want to view a description of a TagType so I can understand the classification structure Use new description field from #292

Acceptance Criteria

  • Tag Type description appears in hover when user hovers over Tag Type header on Home page
  • Hover should wrap at approximate width of Tag Type header display column - it should not go full width of screen
