Factory CQ - Freeze Shepherd dependency versions

The dependencies for Shepherd currently update automatically. This caused a defect when Angular updated from 1.5.9 to 1.6.

We want to freeze all the dependency versions and then we'll have periodic updates like we do with Herd.

Acceptance Criteria

• All dependencies are frozen at their current versions and do not updated until explicitly updated by a human being
