UI - View Home page with minimal delay in rendering

As a Business Analyst I want to view all root-level categories on the Home page without delay so I can have a positive first impression of the UI

Acceptance Criteria

  • Home page appears as before except without rendering delays
  • Tech Note - TagTypes and Tags use search endpoints from #224 to render lists without multiple and looping queries
