Publish ScalaDoc in maven central

Currently only JavaDoc is published in MavenCentral, need to look into a solution to merge both scaladoc and java doc if possible

Can you elaborate on what the difficulties were in publishing the scaladoc?

since we had java and Scala code there was no method to combine a single code documentation. Since most of our code is now in scala in the develop branch this is not a major issue anymore
