Water amount broken on some systems

For example, if I save with 2L water, the save editor indicates as 2E+09, and 10L water, 1E+10. Unless I change those E+xx thing, they all changes into -2E+xx whatsoever. So I can't have water even I boil tons of water ingame.

My hunch is that this has something to do with system locale, didn't really look into it though.
