Maybe you still need to install the udev rules? I am not sure. Try running this inside the `rtl-sdr` repo root. ``` make install-udev-rules ```

Shouldn't this already work with the SoapySDR, SoapyUHD and SoapyHackRF?
SoapySDR already has integration with GNURadio, so AFAIK we should already be able to use GNURadio 3.9 as a source. https://github.com/pothosware/SoapySDR/wiki#gnu-radio
