Code Caches Cleanups

There's quite a bit of cruft in core.cpp and other files, that is best tackled as a follow up because of interdependencies with other open PRs.

  • Better code reuse between IR and OBJ driver logic, currently it is copy paste
  • Full compile mode namespacing for cache files

Also, the Offsets can be stored inline in the cache, instead of in the relocation
