Scan for extra cylinders causes trouble for EDR-DOS kernel
The (E)DR-DOS kernel refuses partitions that exceed the disk size as reported by the BIOS. The size reported by the BIOS may be a few cylinders smaller than the disk actually is.
The Free FDISK default behaviour is to scan for one extra cylinder, and if found, allow partitions to use that additional cylinder, making the (E)DR-DOS kernels refusing to "login" the partitions.
For compatibility reasons, I tend to disable the scan for extra cylinders by default. This may be enabled by the .INI file shipped with the FreeDOS package.
