Test RecordSet.SubsetLimit()

This function is used in almost every utility. This is the highest priority for testing as of mid-dec 2018.

commit 0c45b6bdc691e7a78144b968dc08d2b1fab44c0f makes progress on this issue. From the commit message getting the last few error values covered is non-trivial because it may require an API breaking change so that errors can be generated on the RecordSet that is now created internal to the function.
